It has 2 glass shelves inside and a rounded shape. The handles appear to be a black bakelite, catalin, or plastic? It can be used as a wall hanging cabinet or set on a suitable base cabinet. Its unmarked by the maker, so I can't say who really made it.

The paint has brush strokes showing, and you may want to refinish it, to get a smooth coat. Its not dented, and the doors work nice, there is no key for the lock.
There is some slight rust at the bottom edge, like this was sitting on a cabinet top. The rust is not severe, or seen any where else, but the bottom edge.
